i dont get it, if the age of consent turned into 21 then everyone below that age is considered a minór right? and minórs can be in a relationship with other minórs, so in this situation a 20yo could legally be in a relationship with a 13yo and it wouldnt be considered pedophilia-grooming, or am i not understanding something

Well, no, in these kinds of cases it'd be necessary to have something like a Romeo and Juliet law (in this case, a set limit to the age gap between the "mínors") to prevent shit like pedophilia and grooming from being lawfully viable
