your supposed to learn arabic in order to read the actual text, though you can go to website like quran.com where they have translations, keep in mind that some translations may not be accurate to the original text

I recommend Tafsir ibn Kathir for tafsir since the tafsirs often go a lot deeper than what you might see just by reading the verse (since you don't know arabic)
