How do you know it isn't conscious? You can't prove that something is conscious so you have to use safe assumptions here.

I already explained when a fetus is viable: when it becomes possible for it to survive outside of the womb, which is usually after at least 24 weeks.

Also, "masturbation would probably be illegal in an ideal world"? Is your ideal world Oceania from 1984? It's pretty hard to imagine anything much more dystopian than a government so totalitarian that it sends people to gulags for masturbating. Not even North Korea does that.

A rock could be conscious but I don't think one is. If rocks were proven to be consciousness, should there be laws against damaging or throwing rocks? I don't know if a strictly-enforced hard limit would be feasible due to the specifics of abortion.

I don't think an embryo isn't conscious because the evidence points to they aren't. Later fetuses probably are conscious but third-trimester abortions are very rare and pretty much only exist as a lack of legal access to abortions. Allowing abortion for the early weeks minimizes the harm to both the fetus and mother
