If you want a simple conclusion, you can go lookup the IP for yourself, or connect to it on a web browser, it brings you to a 403 forbidden page.
I doubt Basil is even hosting a server on port 80, let alone a 403 server, so the ip 157.173.211.143 does NOT belong to basil at all.
You have "London" vs a mountain of other evidence, so which do you trust?

i did the bare minimum effort level of research, traceroute, whois, hell, i even typed 157.173.211.143 into my fucking browser risking some malware and got a 403 Hostinger page which suggests that the ip is a HOSTINGER IP ADDRESS AND NOT A UK IP

ends up being a hostinger domain anyways and the ip directly leads to a hostinger website so it's not like you can ddos it, it will do nothing to basil.
cant even get any accurate geolocation data apart from "this ip comes from london" like okay and?
