-steam logo on the top left
-downloads
-clear cache
-then login again, because it will do that.
-then try again.
-if it doesn't work even then.
-go to the hoi4 game and click on workshop
-your workshop files and hover over your files
-subscribed items
-unsubscribe from all
-try again and clear the game cache in the game settings.
