There wasn't a ton of serial killers between 1960 and 1980, but a handful of extremely high-profile ones that were the result of high IQ mentally ill individuals not being able to handle the modern world and maintain social norms. They got away with it because forensic science hadn't caught up to the weapons at the disposal to serial killers yet. On the other hand, school shooters are just mentally ill children who snap and are convinced to do something horrible. The late 1900s and the early 2000s are both marked by a shift in social norms, technology and society in general. In a way these sorts of situations, while tragic, are expected to some degree. The real question is if these situations are somehow stimulated or outright created by entities in order to push agendas.
