Why don't you just make a formal warning system where people can be warned and if they get too many warnings they get banned unless they did something egregious?

DOLL already said why, It was attracting and making the whole site just literal teenager drama

Just warn and threadban people causing drama. Hell, you can even keep ban threads banned but it's kind of worrying to have no way of telling who's banned, by who, and for why.
