Nonbinary identities tend to fall under the trans umbrella, but not always. It really depends on how you interpret a part of the common definitions of transgender:no, being transgender is when you identify as a gender that isn't your birth gender
"Gender identity doesn't match the assigned gender at birth", or "Being another gender than the one assigned at birth". Both of those definitions imply that the person in question has a gender (just not the one they were assigned at birth). Many nonbinary identities describe a complete lack of gender, "agender" being one of them.
Whether a nonbinary person sees themselves as trans or not is largely up to them. If your question is "Are nonbinary people welcome under the trans umbrella?", the answer is yes, they have a given place there.
