House is the best because you'll have to fight a civil war otherwise. Put humans on a defense order if you're spooked but be aware you don't have a lot of population to play with. Robot divisions are 20 manpower each, and the human equivalent is much higher. Caeser can't attack you until he shares a border with you and NCR needs time to unfuck itself to have a functional army and to remove the NAP to hurt you. Take over sky reavers and core their land (every nation can core foreign territory in OWB) once you have 6 divisions of robots for the materials and manpower. Build as many military factories as you can while preparing your borders and AA. You will run out of steel and advanced components quick so prioritize infrastructure on those tiles. Kings -> White Gloves -> Mobsters. Also there is a chance the kings or chairmen (whichever you pick) will start a civil war with you and it's up to chance. Sometimes you just get unlucky y'know. Don't worry about the gay casino mechanic; it literally means nothing. You will have more caps than anyone else anyway.

For me it's happened twice in the playthroughs I've done. One time was right after I declared war on the NCR (I still won) and another was randomly after I got the chip (Caeser joined in and I got fucked). There's probably some documentation in their discord since it's not on the wiki.
 
Last thing before I go to work, Caeser is on a time limit to take New Vegas to cure his brain tumor.If his tumor kills him then the legion breaks apart into 4 pieces and starts a civil war. Lanius doesn't break apart though so he can usually consolidate the remnants. But this also means if you can hold out until the second battle of hoover dam, then you have NCR supporting you as well. Caeser has to border you to be able to take new vegas, but he has to attack the mojave territories (which brings in NCR) to do it. There is a workaround for caeser to accomplish this without attacking the NCR... that's for him to figure out though.
 
Today I got up early so I had time to play, I reloaded the save I made before so I could try a new strategy, which thankfully went well as the Mojave territories held their own. I built a larger air force and harvested more resources, but I also have the Sons of Kaga justifying on me and they’re the absolute most annoying faction in Nevada, they drained me so hard multiple times in Enclave Reborn Redux games

Imperator is watching so I'm keeping some details close to the chest, but I think I'm closing in on good strats to keep the Legion at bay. A shitty AI legion couldnt cross the river during my Kimball run and I'm testing out chokepoint stuff, though I may be occupied by Mexican naval invasions and regional unifiers
Extra armor and firepower in the region would be a great help doe

Does anyone know what "Population Nomadicity" is? I see it as a modifier in one of the research trees but I don't know what it affects or where I can see the actual number.

From what i understand about that. it is about. hunter and gathers moving around for food and better climate and it is an act that may cause issues in your OWB warlord state or so. due to most people trying to get by in a harsh post apocalyptic area or two. people trying to get by that's all. (also the I.R.S wants your tax money from after nuclear fallout fuck them. and yes it is serious and not made up)
