I think one thing is that kids just weren't seen as human beings on the same level as an adult, even though ironically they're allowing shit like that which would be contradictive, or another contradictive things like using kids for slave labor. Like a kid is "mature" enough to drop out of school, get sent to the coal minds to later develop lung cancer at 32, and is old enough by 13 to get married to either a girl around his age, or unfortunately quite a bit older? It doesn't make sense.

I could also be wrong but I don't think it was until the post-war era of the 1950s and 1960s that parenting styles changed on a much greater scale and how parents and adults viewed children thereafter.

it was generally believed that it was normal for a girl who had just reached puberty to have children
