Well why don't you just clone /soy/, and say that's where NAS, bait, and the like all end up. Just as a alternate board of sorts where you can move that stuff to. Then you turn /soy/ into IAS only. (Just don't add the soyquote requirement again) and everyone's happy, no complaining involved.
