I agree with Lewis's reasoning, but I think his own logic defeats his conclusion. Better to serve one wicked man as opposed to all of them at the same time.

On some level, you could consider democracy as the better alternative as the wicked men would be too busy fighting to efficiently push their bad ideas onto the public, leaving some room for lower autonomy.

Instead of one evil guy who might still be able to help the country, why not get a bunch of different evil guys who hate each other to guarantee everyone's lives will be miserable as a result of infighting and bureaucracy.
