My "loyalty hierarchy" has always been God, family (those of my immediate household and the household of faith in Christ i.e believers), my local community, and then my ethnic nation, and afterwards, all others, so, I guess I'd have more loyalty to my state from it being my local community, if we're talking about a state as a province within a country.
