BuyVM is good and ideal for hosting source games since they're single threaded and you get 1 dedicated core at 3.9Ghz on most of their plans.
I'm surprised you need more than 1Gbps though if all you're doing with the server is hosting CSS. Albeit looking at IONOS's site their wording is "up to 1 Gbit/s" so it's possible they're jewing you and you're not actually getting 1Gbps.
