He let a 16 year-old be admin, he made a mistake (obviously he did, DOLL shouldn't be unfamiliar to admins making errors,) DOLL demoted the 16 year old, and now he's admin again so he "saved the website" and is "implementing reforms" which would have gotten criticism before
