I remember using some very old black and white animation software when I was little, but the obvious drawback that it was black and white. If you're using PC and have a draw tab Macromedia Flash would be the best for basic things, if I recall it was somewhat unstable so be aware of that.

I remember one day laying on my bed at night, I thought about what I'd make for the Sharty if I was still a drawfaggin', I thought a Jerry Jackson parody would be funny, staring a Jartycuck and the episode would be called "A Cartoon about my Discord buddies" featuring namefags.

Ain't Blender for le 3D cartoons? I remember finishing the Blender tutorial when I was 12-13 but never really touched much since. Good luck rendering on a laptop or a potato.

Oh wait I forgot, it is possible to make 2D animations on Blender but it's a lot of work. I only really wanted to learn it so I could use it for Roblox but I did make a few renders before.
