Well for one Edward (the guy with a face on the back of his head) is an urban legend though things like conjoined twins exist, there was also one egyptian child that was born with an extra head on top of hers, I don't recall if the head had any emotive function or if the brain was functional or not.
Also everything happens for a reason, it's beyond any mortal's guess.
