No they aren't. You have to replace the syrup separately from the carbonated water which comes from an entirely different tank. If you start running out of syrup there will still be carbonated water that comes out.

A far better design would be cheese nuggets that can actually fit all of the cheese into your mouth in individual pieces. That way, no cheese would be wasted, as it could all be contained in the consumer's gullet when they bite down, while the uniqueness of the idea to fry all of this cheese up in such a manner would still remain. The only difference would be smaller "patties" of cheese that are shaped into a ball or nugget-like form, and a lack of burger ingredients.
