I don't think it'd make sense if you think within the lines of where Noah's descendants went, too. The Semitic descendants of Joktan are known to have gone eastward across Asia, some of whom then found their way to the Americas through the far-shorter gap between Alaska and Siberia (in comparison to the far-more-unpleasant Atlantic Ocean), these folk then going out across the Americas over many further generations. For Ham's descendants to fare the seas from West Africa to the Americas would've been impossible, for the phenotypical qualities of Hamites are far too different to the American Shem-descendants for someone to just up-and-say that they're one-and-the-same, if that's what Nagolbud is trying to say here.
