i know it's not completely private (as in, you can't buy it like a company) and the federal government does have some degree of control over it, but what's the real reasoning?
i asked chatgpt and it said it's so that it isn't negatively influenced by "political pressure", which baffles me considering everything else in the United States is.
i would understand it if it were a temporary thing split off as an emergency form of compartmentalization... which, considering it's been over a century since it was created, probably isn't the case.
