Why are black people called black when they're brown?

Similar to the occasional black which is pitch-dark, some of us whites are quite literally "pure white". Those who are basically pure-white yet go outside enough usually just don't tan well (me albeit I'm not [yet] so white that my skin is literally the color "white", at least on my hands but maybe my feet or arms are truly pure-white in sunlight) or have something else going on.
