Sharty PPD (Post Per Day) Cap

I've noticed that the PPD on the 'arty almost never breaks 20k. Only the admins really know, but I've only seen evidence for the 'arty reaching ~20k ppd during the kuz and root eras. What do you think could finally break this soft PPD cap and should it be something to strive for?

I’m assuming the sharty has a high turnover rate. Maybe Operation Reality would fix this but changing the boards every month isn’t helping.
The site has pretty much always been a 1 board site. Recently /qa/ and /pol/ have had high ppd, but relax moderation of /soy/ turns it into a /b/ style board that everyone ends up using. Thats why /pol/, /raid/, and /qa/ have gone down in ppd.

If you can post /pol/, /raid/, and /qa/ threads on /soy/, a more active board, why use anything but /soy/? Not to say there is anything wrong with that per say, I just find it strange to go through all the effort of changing boards and doing nothing to foster their growth (maintaining board niches/ sending off topic boards to the appropriate boards).
