This is fake news. In Mexico, people don't put toilet paper in the toilet bowl because the pipes are too thin for that and they'd get clogged, so they just throw it a little waste basket next to the toilet. My work had this set up in Texas for some reason. They had a sign that said "DO NOT FLUSH THE TOILET PAPER" and a waste basket right next to the toilet.

My family does this even doe we have sturdy American pipes, because why wouldnt you have a trash bin in your bathroom
