In some episodes it is implied that his wheelchair is due to a spinal injury, but in most of the actual backstories it is because his legs were severely crippled. I'm pretty sure the spine injury references predate the episode where Joe shot his own spine too, so it can't be explained away by that (and even in that episode it is implied the original injury was spinal IIRC)
