I've got a great idea for getting this place more users

Bill boards, think about it we throw up some basic info about the site and place advertisements in key, high-traffic areas and BOOM thousands of new users with just a couple thousand dollars spent.

I can set aside 5000 grand or so to set up a month long spot on a digital billboard in my area
