I guess people consider knowing more than one language as classy and intelligent so people that are obsessed with their image try to show off their ability to speak another language even if it's just one or two words. At least it's like that where I live but I've seen EFLs using french and spanish in the middle of their sentences to sound smart so I guess it's an international thing.

I'd say the "using french" part is just using english because a lot of "French phrases" in English are pseudo-gallicisms
