Second RPG Maker. I recommend RPG Maker XP, which you can download a Pokemon Essentials kit for. It come with built-in battle systems, pokedex, pretty much everything you need to build a fan game. Easy way to start, I've been making RPG games since I was 12 using RPG Maker
