People who advocate drawing lines around freedom of speech always envision themselves as the one holding the pen. On your first point, you're exactly right. Attempts to chip away at civil liberties are always done in the name of fighting some social ill so that anyone who opposes the attack on civil liberties can be painted as supporting said social ill.
