Most of the people sexually abusing children are people who claim to be devoutly religious. Catholic priests rape altar boys while they simultaneously condemn homosexuality and drink the AIDS-infected blood of Christ. Muslim imams and Jewish rabbis do the exact same thing.

Consenting adults having incestuous sex should be highly discouraged for a number of obvious reasons (like, for example, the problems that inbreeding causes), but it still should not be the state's job to enforce petty morality. With that said, most incest is not between consenting adults.

Also, incest - just like pedophilia - is most common in devoutly religious and conservative societies, not in socially liberal ones.
