You can't just rush people into a state to add another representative. They only adjust it every once in a while on commission of congress or somethingIn a district that is guaranteed to vote left, you can import migrants and rush the census results, if the population of an area increases the electoral vote (s) increases for said area, even if the number of registered voters stays the same.
Electoral votes and representatives are related but not decided the same. For example, Texas gained two electoral votes last election cycle while NY, Pennsylvania and Michigan lost 1 electoral vote. Texas had 36 representatives in the 2016 and 2020 elections, and now it has 38, adding 2 senators makes 40 electors.
